The global financial system is still in a period of significant uncertainly and remains the Achilles' heel of the economic recovery. The US is still stuck in a sluggish and jobless recovery. Germany, France and Italy have seen a sharp slowdown in the third quarter of 2010, with growth of only 0.7% compared with 2-3% in the second quarter. TO ger the economy moving againand to avoid double-dip recession, the US federal reserve (Fed) launched a second round of quantitative easing, known as QE2, on Novermber 3, 2010 inject $600 bn into the banking system.
